I haven’t had the ones at Carl’s Jr. (which is called Hardee’s in the Midwest) but I’ve had boneless wings at Chili’s. They’re not actually wings, they’re shaped nuggets of chicken cooked in buffalo sauce until crispy. I think they’re damn good, personally. But that’s at Chili’s, which is a sit-down place. Not sure how the fast-food ones are.
I can just answer 1- and I have no knowledge at all about it:
Of course, either just take the wings & extract the bones (which sound a bit complex & I would doubt that’s the method used) or (more likely IMO) shuck the meat & skins off the bones, pack the meat back into wing shape & case it in the skin or another casing.

They’ve had boneless ‘chicken wings’ for decades. You know how you can buy boneless chicken thighs (dark meat) in the styrofoam packages at the grocery store? Well I am pretty sure they just take those, cut them in about thirds and call those thigh pieces, ‘boneless wings’.
Yeah, they certainly aren’t anything close to new. As others have said, they aren’t really wings. They seem more like buffalo chicken tenders. I don’t like them as much as real wings but they aren’t bad.
As an aside, Gary Larson defends his work vigorously and has yet to allow its publication online.
That said, someone did take a photo of the cartoon on a coffee mug.
We don’t have a Carl Jrs around here but I do not know I feel about this anyway
Buffalo Wild Wings has these; last night was boneless wings for $.50 night. It’s just chicken nuggets by another name, with a sauce put on them.

I got these the other day. They’re pretty decent if you like the standard buffalo hot sauce. Unfortunately the ones I received weren’t crispy at all and were actually a little bit soggy from the pooled sauce. Not horrible, but not amazing. I much prefer the ones at Chili’s. Domino’s also has a variant that they call Chicken Kickers. They can also be a bit soggy like the Carl’s Jr. ones.
Yes, I’m an aficionado. The best Buffalo Wings I’ve had to date are from the Original Buffalo Wings chain in northern CA.

You probably meant “Had” since the delicious McRib is not a menu standard, but a temporary tease entree they produce periodically.

It seems like there’s always some sauce or garnish or flavor that’s “in,” so that all the chain restaurants feature a sandwich or salad or burger or some such based around it; the name appears prominently on their billboards and menus; snack foods come out in that flavor; etc. You used to never hear of it; suddenly, it’s everywhere you look. In the past, we’ve had the Chipotle Era, the Ranch Era, the Garlic Era, etc. What’s next on the horizon?
