First and third are correct,

But I don’t think the second one is correct unless you can point me to a function that Fermat invented that matches the description.

The answer I was looking for was Arthur Laffer of the Laffer curve. Of which all is known is that 0% taxes lead to zero revenue and 100% taxes lead to zero revenue, and between that you get some revenue, but that’s it. Still its often cited as proof that lower taxes will result in increased revenue.
