I’ll be out of town and away from computers for the next two days, and will probably next be able to post on Sun. night.
In addition to the exceptions Prof pointed out, I believe that Ambassadors are considered part of the executive branch, as well as some ‘cabinet-level’ positions that aren’t in the cabinet, like the Chief of Staff or the head of the EPA.
Oh, and also I think the VP is considered to be a member of the Cabinet.

Cabinet-level refers to the VP, Chief of Staff, Ambassador to the UN, and officers of trade, budget, national security, drug control, and economic advisers.

Well, that will be news to the White House, whose official website indicates that, “The Cabinet includes the Vice President and the heads of 15 executive departments…”
