Oh, OK. I’ve read/heard of that but never knew the source.

I’ve taken the liberty of editing this to make it clearer and remove redundancies.

It seems like the “fan theory” hint in #16 would be a massive hint which I would get if I knew who this was. That suggests that she was part of a series of movies, even if she only appeared in one. And I am hard pressed to think of any movie series from the 90s that wasn’t originally based on some non-movie IP.

Well, there are no humans at all in the Cars movies. I can’t think of any notable (human) female characters in the Toy Story oeuvre except the kid’s mom, but she appeared in all the movies. I wonder if it might be the old guy’s wife who dies in the first few minutes of Up. No idea what her name was, though. Those are the only 90s Pixar films I can think off the top of my head.

The only Pixar movies released before 2000 are Toy Story (1995), A Bug’s Life (1997), and Toy Story 2 in 1999 (Cars and Up are 2006 and 2009, respectively). There are no humans in A Bug’s Life, so that leaves us with the first two Toy Story movies. The only human female characters in those I can think of are Andy’s mom, Andy’s sister, and I think Sid’s sister? Though I can’t remember their names (and I don’t think Andy’s mom is ever named).

The old guy’s wife in Up! is Ellie, but that’s too late a movie, as DLR stated above.

There was also the short, Geri’s Game, in the 1990’s, but Geri was the only character, IIRC.

I didn’t earn any DQs, but that’s okay – I haven’t the faintest idea.

I’ve got a couple ideas of characters from Toy Story 2, but I don’t remember their names.

At the end of the movie Stinkie Pete gets stashed in a young girl’s backpack, and is told by a Barbie doll that “You’ll love, (name), she’s an artist!”

And there is the little girl that was Jessie the cowgirl’s first owner, and subject of the song, When She Loved Me.

So questions have to be phrased as “are you Firstname?”. “Are you the sister of the pyro kid from Toy Story 2” is insufficient, right?

I don’t know of a “pyro kid” other than Sid Phillips, whose sister is Amy. But there is another human in Toy Story franchise whose name escaped me (until now; I looked it up). I’ll recuse myself from further guesses.
