You’re describing the location of the Council patch.
The World Crest is the purple patch on the front of the shirt “centered horizontally over the left pocket and vertically between the left shoulder seam and the top of the pocket” as described by BigBadWolf.
The patch can be seen in boytyperanma’s link, but it actually looks a bit low. You’re supposed to be able to fit any knot patches you might have as well as the year pins above the pocket, too.
This is my fifth year as an adult leader in BSA–my son did four years in Cub Scouts, and he’s now coming up on one year in Boy Scouts.
They are used on adult leader uniforms to represent earning of the Arrow of Light and/or Eagle Scout awards (when they were Scouts), as well as training recognition.
Various other Scout awards and recognitions are also represented by knots, including the awards for heroism and merit, as well as religious awards. Most of these can be worn by Scouts and adult leaders alike.
It seems that not only have they changed the council shoulder patch for my beloved Capital Area Council, but they offer a variety of different patches for the council. I have nothing against the designs, but I would prefer that there be only one patch for the council in order to show some kind of unity.
