Buffy? Handy?

A deaf young person’s door decorated for Halloween:

“Truth blood he knife am teasing”.

My ASL sucks. I know the last part means that it is intended to be humorous, but what does the rest mean?
Is it a Buffy thing? Is my ASL so bad that I can’t read a complete sentence?

Well, is that how they are teaching ASL to kids these days?
I would guess:
" the blood & knife look real; but I’m just teasing (they are fake)’

They are repectfull of Deaf culture here, so it’s a Halloween poster for her friends. I just happened to see it in the dorm while working on the PC printer. It’s not for her English class or intended to teach me ASL.
