Well, what about the Freedom of Information Act itself? It specifies that the federal government has to release documents, except as they fit into nine exemptions. Congress had the power to enact the FOIA.

And, because it should come up, and will - certain provisions of Bush’ signing statement are not covered by the FOIA exemptions - for instance, information that would interfere with “the deliberative processes of the Executive,” or, for that matter, a carte blanche on national security and foreign relations - the FOIA specifically only protects *classified * documents that fit into that category.
