You recall correctly. The “Iraq Liberation Act of 1998” states:

It was signed into law by President Bill Clinton on October 31, 1998.

I’m confused as to how this is blaming President Clinton. In fact, you seem to admit that the Bush Admin is saying what Clinton did was good. Is it possible that you’re so used to Bush blaming Clinton that you just assumed that if they used his name, they must be blaming him for something?

And I don’t think they’re saying that Iraq was responsible for 9/11. They’re pointing out that Bush’s approach to foreign policy, in general, changed as a result of 9/11. He went from being (in my opinion) too isolationist, to favoring foreign intervention in at least two countries as a means of cutting off potential attacks against the US.

Also, the meetings that O’Neill was talking about were not about finding a way to invade Iraq. They were about continuation of Clinton’s policies on Iraq. From a transcript of O’Neill’s interview on the Today Show:

I haven’t read the book, so I can’t speak intelligently about what it says, but it appears that O’Neill doesn’t think Bush did anything wrong (with regard to Iraq only).
