Reeder: The government played fast & loose with the idea of judicial in declaring, by law, that Article 15 proceedings (especially those sea-going kangaroo courts) aren’t judicial. The commanding officer gets to apply the law as regards punishment, but the accused doesn’t get the full benefit of the law as regards confrontation of witnesses and rules of evidence.
