Beats me. So we have a regulation that for no reason demands a determination of the fetal heartbeat but not to the point of raping the woman with an ultrasound device. The difference in my opinion is minor.
In the cardio area of my gym if there is no one clearly watching a TV tuned to Fox News I will switch it to ESPN or TNT because just seeing the headlines is too much.
