California Stop Sign - All Way - what does that mean?

It means no matter how many streets are intersecting there, everyone has to come to a stop and obey the usual right-of-way rules, which in CA means pedestrians first, and otherwise the vehicle on the right has right-of-way.

I thought the vehicle which arrives first has the right-of-way. (Only if two vehicles arrive at the same time does the vehicle on the right automatically have the right of way, right?)
