I see television commercials for, say, Turner Classic Movies, or the Game Show Channel. They say, “If you don’t get the Game Show Channel, call your local cable company”.
So what happens if I do call them? My cable company doesn’t carry a lot of channels that I want. What effect would me calling them have?
It works like voting. One person doing it doesn’t affect much, but if hundreds of thousands do, it sometimes makes a difference. 
Yeah, basically they’re saying, “go and tell your cable company that you want this channel, because they actually give a shit.”
Which, of course, is a blatent lie.

Maybe, but when adding new channels, they do take requests into consideration. It certainly can’t hurt to tell them “I want the OJ Channel”.
