Yes. There are many caller ID spoofing apps in the Android market. Using such an app “with the intent to defraud, cause harm, or wrongfully obtain anything of value,” however, is illegal in the US.
I’ve looked into pay services that allow you to spoof your number. I’m all anal about keeping my number restricted (I block caller ID), but every so often I have to call someone who blocks callers that block caller ID. Spoofing is then my only option.
