can a landlord deny residents from leaving or entering during painting

All may not be lost. I’m sure the contractor has done this before, too, and the guys working on Friday may just have a way for you to be on your way. Though if they are able to do that with some effort, personally, I would find a way to occupy myself until after 4 on the way back. But who knows? They may not even get to your unit/area until after you leave.

It would be great if all building maintenance, repairs etc could be done without inconveniencing the people who live there . But they can’t - someone is going to be inconvenienced no matter when this walkway is painted. I own my house and I don’t particularly like it when my water or gas is shut off for repairs or upgrades. I’m sure my neighbors who work at night and are home during the day would prefer that the shutoff was at night- but again, someone will be inconvenienced, the only difference is who and how many.

 You want your landlord to put some thought into the process- have you considered giving your landlord any suggestions that will work? Putting paper down over the painted area is not going to work, painting the right side one day and the left side another day will add to the price, doing the panting at night simply changes who will be inconvenienced and possibly raises the price, repainting over footprints *might* work if there are only one or two people involved (who are willing to limit themselves to only one trip through the door between those hours).  How many apartments share your walkway- two or twenty? If there are only two or three apartments on your walkway and multiple other walkways , you might be able to arrange yours to be done later in the day after you plan to leave. Or early enough that it's dry before you want to leave.The first step is to speak to the landlord , approachable or not.

We just got a notice that we can’t have our cars parked in the garage due to “cleaning and resurfacing” next week on one day from 7 AM to 6 PM. You think 9 AM is bad?

The thing I don’t like about this and about the OP is that we were not given sufficient advance notice. It should be something more like 2 weeks to a full month of advance notice, minimum. For example, I was on vacation recently for two weeks in Hawaii. If they’d done this then, I wouldn’t have been able to remove my vehicle from the garage at all.

Now we need to find somewhere to park my SO’s car all day from 7 AM to 6 PM, and parking is not easy to come by in this city. Since she’s stay-at-home, we’ll probably have to get up at 6 AM so I can get ready for work, we’ll both drive our respective vehicles out of the garage, she’ll park hers somewhere, and then I’ll have to drive her back to the apartment. She’ll be stuck in the apartment all day, and then I’ll come pick her up and take her to where her car is before we can all go home.

It’s certainly not the end of the world, and I understand the necessity of repairs and maintenance and property improvements, but you’d think they’d give us fairer warning…

How about finding a parking garage that does long term parking and pay for however long it is going to need to be away? Doesn’t it usually take like 2 or 3 days to pave and cure the new pavement? Last time I lived anywhere they paved a parking lot, I just stayed at my parents house for a week of vacation.
