Congress has nullified one state election already.
I’d hope they’d know better then overrule the voters again. There will be ample opportunity to discuss Franken’s misdeeds if he runs again.
The people in his state should decide if they want him as their Senator.
That said. It seems unlikely Franken would run against the Democrat that replaces him. He’d have no support at all.
If he was able to demonstrate true contrition (and I would let others, mostly women, be the judge of that), then perhaps. But, IMO, that would be incredibly unlikely.

Franken got run out of the Senate due to 30-second attention span and the calculation that Moore would win.
They would have rather had Franken out of the picture and feasted on Moore. No such luck.
