Jem and the Holograms, from the '80s. Jem was a fashion doll, and they actually sold the dolls in outfits somewhat similar to what they wore (and I assume extra outfits, too - I never actually had the dolls). Each character had their own wardrobe and would wear the outfits again in later episodes. But still, each of the good guys had at least a half dozen outfits. Villains and supporting characters, somewhat less so.

And the villains had plenty of clothes, too - the Misfits, Eric, and Techrat were released as dolls and had the wardrobes that would suggest. Techrat, in fact, had different outfits in each of his appearances.
The main character of the anime Shirobako, Aoi Miyamori, wears a number of different outfits over the course of the show. A quick scan of google image search for a couple of supporting characters seems to indicate that they switch outfits around too, but probably don’t have quite the same variety as Miyamori.
