I know in Canada a credit report can be run without a social insurance number (although a SIN is really the only way to know you’re getting a report on the right person). They can run with a driver’s license, just a name and address or a name and province. It may bring up a dozens of Jane Does and tons of irrelevant reports, but it can be done.
When we lived in Manitoba and were getting phone service, they ran my husband’s name alone and got several people with the same first initial and last name with outstanding debt with the phone company (we refused to give them a SIN since we are not required by law to give that to a utility company). Everything was resolved after showing we lived across the country at the time said debt was incurred and my husband’s age was inconsistent with their reports.
