It’s not absolutely clear… for example what if he had something like a Schick Injector?
Given that the Schick Injector features blades that can be completely removed from the shaver and are not permanently installed in any sort of cartridge, is there any doubt that the TSA would treat these like “safety razors” (i.e. pack in carry-on with no blade, but blades can only go in checked luggage)?
