Years ago, I read that the FCC provide licenses for low-power, community TV stations, with limited service area (leass than 1 mile radius, in the UHF band.
Is this allocation still available? I want to start my own TV station-I want to have controversila, news coverage, and all-night pornography movies. How do I get a license from the FCC? Would what I propose be considered of value to the community?
Heres a sample program (for station “WINO” (WonderfulWino"):
-8:00 AM-News from Al-Jazeera
-9:00 AM
Sexy aerobics with “Pincess” Cheyenne
-10:00 AM-12:00 Noon: Sci-Fi Films of the 1950’s
-12:00-1:00 : "Protocals of the Elders of Zion"or, how the Cabali n Washington plans to take over the world!
-1:00-5:00 PM:“Alien Updates”-The latest on crop circles,Roswell , etc.
-5:00 PM : Evening News With Al-Jazeera;In depth interviews with international terrorists
Anyway, how can such licenses be obtained? Do low power UHF stations make money?
In major markets, at least, the LPTV channels were snapped up as soon as they were put on the block. Religious networks got an awful lot of them, others went to home shopping-type programming. Relatively few are doing much local programming.
In Columbia, Missouri, the local ABC affiliate got two low powered channels. They put Fox programming on one, UPN on the other, then arranged for local cable systems to carry them.
Do they make money? The short answer is, no. The coverage area (unless they get on cable) is too limited to reach many viewers (even if, with free porn you could get 100% of the audience to tune in.) The neighborhood businesses that might be attracted to a station like that can’t pay high enough advertising rates to even pay for your electric bill.

>> -8:00 AM-News from Al-Jazeera
What makes you think Al-Jazeera will let you air their stuff?
>> -9:00 AM Sexy aerobics with “Pincess” Cheyenne
Is that “Pincess Cheyenne”, the “Indian Lobster-woman”? Sounds interesting.
>> -10:00 AM-12:00 Noon: Sci-Fi Films of the 1950’s
You realize you have to buy the rights to air them?
>> -12:00-1:00 : “Protocals of the Elders of Zion” or, how the Cabali n Washington plans to take over the world!
What’s a “protocal”? What will the contents be? Discussion? Guests? Documentary?
>>-5:00 PM : Evening News With Al-Jazeera;In depth interviews with international terrorists
You plan to invite “international terrorists” to your set and you expect them to attend? Will you be paying them first class air fares and putting them up in fancy hotels? Or do you plan on travelling to meet them in the Afghan mountains?
Why not try to get time on a cable access channel instead? These are channels that cable companies must set aside for use by nonprofit operations. They are mostly used by religious groups, but in some cases provide the community service programming that LPTV stations do. For instance, here in the DC area there is a lot of news and music for the immigrant African community.
I hope you were joking about “The Protocols of the Elders of Zion” It is an anti-Semitic hoax, written by an agent of the Czar’s secret police.
