I have a brass lighter with a wick, a flint/steel sparker (no safety), and a cotton filling for the lighter fluid. It works well, and looks cool, so I want a story to tell people when they ask about it. As such, I need some identification of when/where it might come from.

I haven’t seen one of those in 40 some years. We used to get them from the Army/Navy surplus store.
That’s a trench lighter; I have one on my desk right now just like it, a gift from a friend who’s a WWI buff.
There’s no good way to tell from your pics if it’s really that old or if it’s some kind of replica. I’m no expert, I just happen to have one.
Almost certainly WWI. We see these 3-4 times/year. Search eBay to see what they actually bring, these days.
