It looks like an Enigma cipher. For those of you who have shockwave, check out this link http://www.pbs.org/wgbh/nova/decoding/virtwave.html

I’d try some keys and see if any of them translate this message. I cant get shockwave to work right on this computer.

It is an Enigma cipher. But no one will solve it with PBS’s machine. My Enigma simulator has different rotor wiring.
