Before becoming eligible for citizenship, you have to emigrate to Canada and have status as a permanent resident. Here’s info onimmigrating.

Which then begs the question of how do you become a permanent resident of Canada?

http://www.cic.gc.ca/english/immigrate/index.html lists six ways to immigrate. Depending on your situation, the easiest way may be as a Skilled Worker or as Family.

If you’re just a random person who thinks it’d be fun to go live in Canada, it may be harder than you think. If you don’t have relatives in Canada, you may want to take the Skilled Worker assessment to find out if you’re eligible to immigrate.

(For what it’s worth, as someone 21-49, with a four year degree and four or more years of work experience, with native fluency in English (read, write, speak, listen) but no work or education experience in Canada, I do not qualify as a skilled worker and would be rejected. If I had a Canadian spouse, fluency in French, or a job waiting for me, then I might qualify.)
