He meant that only African Americans who are white should go back to Africa, not all African Americans. 
These days its all about “Its not actually illegal” rather than “Its not racist”.

You cannot seriously be asserting that “Go back to Africa” directed to a Black in America is not racist. Maybe–and only just maybe–“Go to Africa” in this case might–and only just might–be not racist. Way back when some Americans were embracing communism, those White Americans were not told to go back to the Soviet Union; they were told to go to the USSR. This jackass candidare uttered a racist comment in the heat of the moment. And now he’s digging the hole deeper. My curiosity is now piqued–I can see why someone, for fun say, would lend the jackass a shovel to dig said hole. What I do not understand is why you want to jump into that hole with him.
