On 22, the first refractor goes right above the laser. The second one goes at the entrance to the little corridor in the middle. (1,2) and (2,5) if you prefer.

Omni, thanks for the hint - it led me to a solution, but I had to move the refractors from where you had them – updated hint below . . .
I used them at 1,4 and 2,5.
