Cartoon dialogue bubbles

I’m trying to create a little cartoon for fun and I’d like to create those bubbles where the dialogue appears and it kind of points down toward the mouth of the character.

How can I do this? I have a plain-vanilla Win98 with MS Office and MGI Photo Suite 4. :confused:

Powerpoint has speech bubbles in the Callouts section of the Autoshapes tool.

Cartoon dialogue bubbles are properly called fumetti, just FYI.
