That’s never been the way I understood it. ABD is a joking term for people who have taken all the coursework for their doctorate but never got around to writing (or sometimes finishing) the dissertation. I can’t imagine that any college in America doesn’t require years worth of additional coursework after a Master’s in any discipline in order to earn a doctorate.
