New York congressman Charlie Rangel (D-N.Y.), from the Harlem neighborhood of Manhattan, is retiring after serving the area since 1971. The 13th congressional district seat is becoming more Hispanic than black-dominated, due to the demographic trends of the district.

Your linked articles don’t say that a lean towards pro-Hispanic leadership would ruin anything. In fact, Harlem has always been a hotbed of progressive representation. So why shouldn’t local Hispanic people share in this? Harlem has shown that a voice will be heard, and sometimes you have to shout.
