Unfortunately, being a Saturday and all, the NORAD Public Affairs Office is not taking phone calls.
Public tours of the Cheyenne Mountain Complex were conducted from 1967-1980 and from 1984-2001. Since 2001, however, the Complex has been restricted to military and DOD-cleared civilians only.
No parties. Not even quick trips to see the Stargate.
I hear the Cheyenne Mountain Zoo is quite nice, though.

If the nice storm troopers at Cheyenne won’t talk to you, try Site R in PA. I’ve been inside that one and the accoustics would be simply awesome.

The only way David escaped the FBI (and the most secure military facility in the country) was by blending in with a tour group. David was a genius.
A few years ago there were news stories that Cheyenne Mountain was being mothballed-so there was hope for your party plans.
Alas, it isn’t so. The General left-working underground is apparently quite a strain-but the facility is still operational.

I took the tour during the nineties. It was pretty interesting. There was no huge “war room” like you see in some movies. We got to sit in a conference room overlooking the control room with the big screens. The control room wasn’t all that big, just two or three rows of consoles and some screens on the front wall. It was perhaps the size of a large classroom, but two stories tall. Later on they apparently expanded the control room to include the space where the conference room was, as well as the space below it. At least that’s what it looks like in pictures I’ve seen.
