Meh, the same could be said of any garbage. Water bottles? The drinker brought them in, they can take them back out. Fast food wrappers? Kleenex? Same deal.
If we feel the issue is big enough that it effects all of us, then it behooves us to make disposal easy, for our own selfish benefit, nevermind the smokers themselves.
That said, smoker culture seems to be stamp out your cigarette on the ground and leave the butt. They may use ash trays when available, but they aren’t always available.
Or throwing them out the car window as you drive away. :mad:
