I am aware that citizen’s arrest rules don’t apply to citations, but I couldn’t think of a more detailed title.
What I really want to know is if I put a camcorder in my car and video tape people doing dangerous and stupid things, could I send it to my local police and have them cite the person for whatever offence they committed?
