So apparently the real story is that the editorial board wanted to endorse Kerry but the publisher wanted to endorse Bush and they decided they couldn’t work it out. That’s very different from the impression I got from the OP, which was that the editorial board found both candidates so inferior that they couldn’t bring themselves to endorse either.
