I believe you are. During campaigns like this, cops are ordered to look for cars where belts are not being used. Even if a particular cop thinks, “Ooh, there’s a Meskin, let’s see if he’s belted!” he can’t bust the lawfully belted driver, or even stop him. If he ignores unbelted non-Hispanic whites to make more time for checking blacks and Hispanics, that would be profiling.

What kills me watching COPS is the huge number of people who have reason to not want the cops to stop them, and then do shit like no seat belt, rolling stops, illegal u-turns, etc. If I had an outstanding warrant, or no license, you’d be damned sure I’d at the very least have the seat belt on every time I drove.
