Well since the public sector has no reason to deliver value for money, why on earth should you expect competent management? Without the profit motive it is inevitable the top managers will be those who are good at getting promoted for tick-box reasons.
I haven’t noticed managers in for-profit enterprises being noticeably better. Institutional dysfunctions are the same all over.

But I don’t give a shit about incompetent private institutions. Public ones that make me throw a few million at them every year, and the same for yourselves (just gonnna assume you’re a yank) - they annoy me.
Amusingly some former McKinsey MD told me similar. I want mdsmith or whatever his name is to come out and defend consultancy. My major enemy is management consultancy and I have anacdote after anacedote to throw at him. That’s who I wish to smash in the face.
