Co-ed sports teams

At the university I attend, all (or almost all) intramural sports teams for co-ed events are required to be equally split male-female.

On the surface, this makes sense to me. They’re looking to see that the teams aren’t dominated by men, that women get an equal chance at playing, etc. Sort of a Chapter XI idea (except that this is Canada, so they don’t call it that)…

However, I wonder … doesn’t this verge on discrimination? If a team is not equally split (usually having more men than women), then the other team often complains that it’s not fair since they were subject to those restrictions, and so forth. But doesn’t that just imply that women aren’t as good as men in this instance? If a team isn’t (sufficiently) co-ed because not enough people of the appropriate gender were available/wanted to play, should it matter? Or should this rule be strictly enforced?

(Note: I did read most of the thread about men and women being better at different sports, but that seems to be a different issue. However, maybe I’ve been unduly influenced by the hordes of the politically-correct. I’m open to that possibility…)
