Indirectly yes; Refined sugar is pretty much by definition white sugar. Anything else is either a brown sugar with molasses added back in, or some sort of raw sugar.
Considering that the ICUMSA/RBU (color) value of bottler’s sugar is 35 or less, and the typical RBU of raw sugar starts at 800 RBU, that would indicate to me that the bottlers use highly refined white sugar- more colorless in fact, than typical grocery store white sugar (45 ICUMSA/RBU).
