What’s the deal with the Electoral College issue on the CO ballot? Does it favor one Prez over the other or attention that will be paid to the state? Does it take effect for this election’s EC?

It’d take effect immediately if passed, meaning for the 2004 election results. In the case of 2004, given recent polling numbers, it would likely subtract 4 electoral votes from the winner of the state using the old system and give them to the loser of the state, i.e. a 5-4 split instead of 9-0. That can of course change closer to the election. In short-term thinking you want to vote for it if you think your guy will lose the popular vote in Colorado… long-term it’s more philosophical. Given the breakdown of the EC votes owing to polling the past few weeks, those 4 votes probably won’t matter this year as they did in 2000 (Bush has racked up a considerable lead on the EC vote maps I’ve seen despite a slight popular vote lead, but of course this too could change). This map changes almost daily, but Bush has had a 50-100 EV lead for weeks.
The only states splitting their EC votes currently are Maine and Nebraska.
