Hmmm… Pretty easy to confuse the three, I think. 
That’s the movie I was thinking of, particularly. But I think it came up in…Batman and Robin, maybe? One of the others, anyway.
I liked the way BB handled it - Batman didn’t CREATE the supervillains, so much, as prompting them to switch from regular crook, to costumed menace.
Actually, thinking about it, the superheroes who can reasonably be claimed to have created their villains - Batman and Flash the ones that come to mind - the result can reasonably be claimed as making the crooks easier to catch by prompting them to fixate on a gimmick.
