Commission Bookie-Layoff Fee??

Hi. I knew some fellows years ago (Hy Goldbaum) who was a commission bookie which meant that a commission was charged in addition to the normal vigorish. Hy took all bets from bookies around the country when they were long on a side. I wish I asked him about the details about the mechanics of the action. Here is the question:

What fee besides the normal laying 11 to 10, or putting up $180 to win $100 was paid just for the opportunity of making a bet with a “Clearing House” bookie?

Dis this special fee exist? If so, how was it calculated if there was an extra fee?

I have searched hi and lo and can’t find an answer.
