- Videocards have different screen resolutions they can be set to; mine has a list that includes this one. All the others are the proper height:width (3:4) ration for a typical monitor, this one is not. The card is a ~2yr old mid-market (back then!) ATI card. What is this setting supposed to be for? Does anybody ever use it?

That is 16x9 and perfect for an anamorphic widescreen DVD.
I was at an animation and effects conference this week, and many display monitors were 16x9 HD.

As the others indicated it is a 16x9 ratio. This is known as the “Wide VGA” spec. It’s the resolution you would use if you had a presentation and were feeding a wide screen digital projector or large screen display at a 16x9 ratio with your PC. It was also used for some special application “wide” monitors. IIRC I think this resolution was used more with MAC hardware (monitors) and apps due to the more AV and design centric nature of MACs.
