Conservatives: Is "teabagger" an insult?

Point of clarification: is the teabagger the person dipping their junk, or the recipient? Or both? I always assumed the former, but am happy to receive clarification on this very important point.

It is obviously insulting and meant to be insulting, I am not personally insulted because it is just a juvenile, sophmoric insult and I am not in grade school anymore. Childish insults which take the place of serious argument demean the person using the insult not the person being insulted. I know the first person to use it was a conservative, though I think that he was using it in the frathouse prank way and not the sexual way.

It is an insult, just no one that reflects upon us personally.
