In any case, it sounds like Inyo County takes the prize, although I haven’t been able to find out for sure which county the Mt. Whitney summit is in.

Whitney Summit is bisected by the Tulare County and Inyo County lines, presumably right at the benchmark. Tulare County to the west, Inyo to the east.
