As well , France at the time was still a colonial empire and required a navy that would protect her sea lines of communication. That ship though does not look like battleship , but more like what would be called armored cruisers.

Sort of; san-shiki rounds were a combination of shrapnel and incendiary tubes meant to explode forward (timed with a fuse to explode in a predetermined time) in a shower of fire and steel. It would have been a hell of a sight to say the least.
