Lovecraft confined his fiction largely to the New England region because that’s where he lived and what he knew. The film Dagon (actually an adaptation of The Shadow Over Innsmouth) moved the locale to a poor fishing village in Spain. I see no reason it couldn’t work in the Gulf Of Mexico.
