one theory that I’ve encountered is that tax time occurred after herds slaughter, usually in fall (if you ever lived in rural area, pigs, cattle, et al were all slaughtered in fall(cold) weather, hence lack of meat in warm months), hence September/October–which works astrologically as Virgo(virgin) or Libra (scales of justice).
