Is there a recognised phenomena of either delayed adolescence or perhaps repeated adolescence - in a mental sense primarily, but I would also be interested in the physical answer.

Some people never grow out of it (mentally).

I recall a psychology article where a woman said she always thought her husband was a little weird, implusive irritable and selfish - but never realized what was the problem until her kids became teenagers and she realized he husband was acting just like a teenager.
My wife managed some stores where she had a lot of people of various ages working for her, and our observation was that for behaviour problems, cliqueiness and bitchiness, the worst teenagers were the 40 year olds.
It’s possible that regression is simply the person letting down their guard and not bothering to pretend to be nice and grwon-up any more.
Physically, aging is deterioration. Adolescence is the final stage in finishing that physical growth into adulthood. If anyone can point to aprocess to reverse aging, they’ll make a fortune.
