No doubt, Reeder was referring to carriers in a stream of communication.
One who resorts to historical metaphors should try to keep them straight, not shoot for an approximation—the line is from Lincoln’s 1864 presidential campaign—“don’t change horses in the middle of the stream.” Close, but not quite on target. It is approprate because not a few people in Missouri voted for Bush because Lincoln won the war.
Now privacy on the Internet makes his job harder, so it’s OK to restrict it. I also assume he wrote that paper before he was informed that there’s pictures of nekkid people on that nasty Internet thing.
