A person may be under investigation, but not yet arrested, because law enforcement is using the prospect of an impending indictment as the incentive to cooperate.
See, it’s fundamentally true that bad people tend to congregate with other bad people, to the exclusion of the good people who are trying to stop them from being bad. So when the good people try to gather evidence about what the bad people are doing, they usually have to rely on tips or information from other bad people. And since bad people usually don’t like to give tips or information to good people, those good people usually have to threaten the bad people with bad things (arrest, prosecution, jail time) before they give up the tips or information.
This is how law enforcement investigations work.

We now know that based on the IG Report, what Bricker and other lawyers reported…YES! As a teachable moment, you should notice that Fox News was pretty much on point with its reporting concerning this matter.
