Hi. A couple of things:
Wikipedia has some basic information on the design standard for camera filesystems. Design rule for Camera File system - Wikipedia
The file system is independant of the storage medium (CF, SD, MMC etc)
From reading the other thread it seems your camera is quite old so may pre-date these standards.
Working on the assumption that the camera allows you to use any CF card, the card is not going to have the default folders already present so it seems unlikely that this is the cause.

ETA: Is it not possible to format from within the camera tools? That’s your best bet. I don’t think it’s going to save you much battery life either - it’s the same type of memory on a CF as in the camera, so the electricity requirements are probably identical.
*The manual says nothing about cf cards except to mention that the camera can use 24 to 128 MB ones.
The short battery life is because the camera stores pictures in volatile memory and so drains the batteries even when the camera is off. If the pictures are in the cf memory the camera doesn’t need to keep its memory charged. I know using volatile memory for this application is stupid, but there ya’ go.
I don’t see formatting tools on the camera or software menus.
