I’m afraid you’re overstating it, surely. Trump obviously deserves to be impeached immediately, tried and convicted in a Nuremberg-style court, and forced to beg for his life…which we the people may or may not grant him, depending on how much we’d rather he suffer in solitary confinement for the rest of his natural life.
You think he’ll agree to this, just to make a month of bad publicity in mainstream media “go away”?
I realize I’m presenting the extreme starting point of such “negotiations,” but I’m not kidding about what the man deserves.
(I do agree with a milder version of your statement. Trump is worried about the reactions to the ICE travesty, and is willing to give away something to “make it go away” – which it won’t (and shouldn’t), anyway. But not a lot – nothing that will truly and permanently solve anything, or prevent the next atrocity).
To clarify, I meant that ICE must stop its illegal activities now, and be shrunken, etc., etc. — but the bad publicity about recent events must never “go away.”
I googled to try to confirm this and am unsure as to whether there is anyone ICE wants to hire or deploy that they will not be able to because of the shutdown. An argument against what you say may be that the Big Beautiful Bill gave them all the money they can effectively use through to 2029:

A shut down will NOT effect ICE.
Not directly, no. But indirectly, any blow against the regime’s power is a step in the direction of getting rid of ICE.

I see, that depends however on the Republicans abstaining from passing long standing but unpopular things parts of their wish-list like a national abortion ban for example.
All in all not an irrational move, but it could be risky.
Been away all day but it looks like they struck a deal:
Senate Democrats have struck a deal with Republicans and the White House to pass five spending bills to fund a large portion of the government for the remainder of the fiscal year, as well as a stopgap measure to fund the Department of Homeland Security for two weeks while they continue negotiating guardrails to rein in immigration agents.
So the stopgap is two weeks. When the two weeks run out then DHS would not get it’s funding and some part of DHS would start to shut down without the bill passing (or another stop gap passed).
I don’t think R’s would allow those 5 other non-DHS funding bills to pass if they didn’t already agree with with D’s on what the last remaining DHS bill concessions/restrictions would be. The bill needs to be rewritten so it takes time to do that (whereas the other 5 bills language does not need to change at all).
That almost sounds like functional government, something we haven’t seen much in this administration. Is it possible that the Republicans are ignoring Trump on this? I can’t imagine Trump being okay with giving concessions to Democrats. That didn’t happen last time there was a standoff, at least.

Last shutdown, some of FEMA was shuttered.
What I do not believe is that anyone working on arrests and deportations, or training, or hiring those people would be shut down.

They are essential and would work with or without funding.
Whether they can (legally) use the big beautiful bill money for ICE payroll would depend on the language of that bill and how discretionary it is.
Funding of Govt (and 2 week temp funding of DHS) easily passes Senate and on its way to House. Unless they come in over weekend, House will vote Monday.
If they fund everything but DHS Monday, then we’d have two weeks of arguments on what restrictions to put of DHS yearly funding. So far, Trump and Dems on same page but no telling how long that might last.
Just in case you are not aware, the 435 House members refusing to report over the weekend requires tens of thousands of employees to submit their timesheets early, designating time worked as “shutdown”, and then revising them afterwards. Efficiency worthy of DOGE!
My white bread wife, that was never a gun owner want’s to buy one. I’m training her to get the basics and being safe with them (four table top sessions, and one at the range).
She will then get profesional training. But she needs the basics first, and understand what she can shoot. She’s actually quite good.
She was once surrounded by 4 coyotes on a hike. A cougar recently killed a woman not far from here. It probabaly wouldn’t help by an ambush by a cougar, but it they stalk you, you have a better chance of scaring it off.
If the MAGA’s go further insane, she should know how to shoot. Say, if she finds one. She should know how to handle it, keep it safe.
