Actually, my assumption is that all politicians are pandering scum who will say whatever they do to get elected and stay there. If you mean Kosovo, perhaps it has to do with the left both liking the result and believing Clinton meant well. The exact opposite of Iraq. Iraq is a disaster, and I doubt Bush has meant well in his adult life.
